In 1882, The Himalayan Districts of the North
Western Provinces of India
(Vol. Xll of the Gazetteer,N.W.P.) was published. This was reprinted in 1973 by
Cosmo Publications as The Himalayan Gazetteer in six volume.
The author is Edwin T. Atkinson Pp.
257-259 of vol.3, part 1 deal with
floods, blights and famines. Here Atkinson observes
“The hills are never subject to
disastrous floods, the drainage channel being sufficientTo carry away all
excessive moisture. Here and there in rains damage is sometimes done to small
portions of land, but it is never serious. …Draughts also occasionally occur,
but as there are high ranges of hills throughout the district which attract the
clouds and bring them to the
villages in their vicinity….
